The honorable MP of Rajya Sabha, Sri Tiruchi Siva has consented to join us to show solidarity.

Early in this month of August, the Ministry of Social Justice & Empowerment (MoSJ&E), Government of India (GoI) tabled a bill on hijra transgender people of India called The Transgender Persons (Protection of Rights) Bill, 2016.

Very mildly put, it is draconian and repressive. It institutionalises state sponsored structural discrimination, exclusion and violence against transgender people at many many levels. If passed, it will will fly in the face of the mandate of NALSA vs. Union of India judgement of the honourable Supreme Court and be a regression over it’s own earlier version released on 26th December 2015 by the Ministry of Social Justice & Empowerment (MoSJ&E), Government of India (GoI) i.e. the Rights of Transgender Persons Bill, 2015 and a reversal of the private member bill of Tiruchi Siva i.e. the Rights of Transgender Persons Bill, 2014 (Bill No. XLIX of 2014) which was unanimously passed by the Rajya Sabha.

It is legally tenuous and sketchy at many levels in so far as it attempts to circumvent and subvert many of the principles laid down by NALSA vs. Union of India. Vast sections of the transgender community decry, denounce and deride it and would call it The Transgender Persons (Decimation & Violation of Rights) Bill, 2016 instead of its present name.

The hijra and transgender community of Telangana and Andhra Pradesh have obtained police permissions and will do a rally and a dharna today. We invite you to hear us out, ask questions, discuss and understand our huge concerns and worries about this draconian and legal tenuous bill.
