Subject: Kindly direct all the Tahsildars in the state to issue Scheduled Castes converted to Buddhism certificates to the Scheduled Castes who embraced Buddhism

Dear Sir,

I hereby request your kind attention to the reference cited 1 above, The Constitution (Scheduled Caste) Order (Amendment) Act of 1990, which enables scheduled caste who embraced Buddhism to get Scheduled caste certificates.

In the state of Maharashtra, the Government of Maharashtra is issuing “Scheduled Castes converted to Buddhism certificates” to the Scheduled castes who embraced Buddhism.

The Ministry of Social Justice and Empowerment, Government of India, also Issued a notification dated 15/11/2016, the reference – 2 cited above,  to all states to follow constitutional amendment and issue Scheduled caste certificates to the Scheduled castes who embraced Buddhism.

In the state of Telangana, there are a considerable population of Scheduled Castes who embraced Buddhism. Therefore, it is just and necessary to issue “Scheduled Castes converted to Buddhism certificates.” Similar to the state of Maharashtra, following the reference – 1 cited above.

In Telangana, several people from Scheduled Castes who embraced Buddhism approached local Tahsildar for Scheduled Caste certificates. Still, Tahsildars are not aware or unwilling to issue Scheduled caste certificates stating several reasons. This act of Tahsildars is unconstitutional, illegal and arbitrary. Due to the actions of Several Tahsildars, several students have lost their education seats and job opportunities.

It is, therefore in the facts and circumstances explained above, I request your kind selves to issue specific directions to all the Tahsildar in the state of Telangana to follow references No. 1 and 2 cited above and provide a required format to them and direct them to issue “Scheduled Castes converted to Buddhism certificates” to the people who embraced to Buddhism from Scheduled castes.
